The U.S. Department of State has published the November 2025 Visa Bulletin, showing no movement from the previous month across all employment-based categories. For November, USCIS has confirmed that applicants filing Form I-485 (Adjustment of Status) must continue to use the Dates for Filing chart (Chart B), which remains the more favorable option.
Because the Dates for Filing remain unchanged from October 2025, eligible applicants have additional time to prepare and file their green card applications with USCIS.

2027 Diversity Visa Lottery (DV-2027)
The State Department also announced that details for the 2027 Diversity Visa Lottery Program will be widely publicized in the coming months. Applicants are encouraged to monitor official government websites for registration announcements and deadlines.
What This Means for Applicants
For Indian and Chinese nationals, priority date movement remains stagnant, which continues to delay green card processing in the EB-2 and EB-3 categories. However, since USCIS will accept applications based on the Dates for Filing, eligible individuals should take advantage of this window to file their adjustment of status applications before any potential retrogression.
Key tips from HSD Immigration Lawyer:
- Confirm your priority date from your PERM or I-140 approval notice.
- Verify your eligibility under the Dates for Filing chart for your country and category.
- File promptly if you qualify, as filing early may provide benefits such as EAD and Advance Parole while you wait for your green card.
